This is the same in all EU countries. The police have too much tasks and they are often angry. In many cases, without any real reason. But your friend also made a mistake, for crossing borders you should have a passport or ID card at least. I understood that he showed the wrong card accidentally, and it did not entitle the officers to be harsh.
