Police is making it harder and harder for them every year. But it is not a racist thing but simply the laws that are changing. Yes, being in the EU qualifies the ladies to legally work in Austria. As far as I know also permanent VISAs do the trick.

Not at all a quota. That is silly.... who ever is from the EU can work in Austria. Period. Who isn't, can't unless there is a permanent VISA which is hard to get and only given out for solid reasons. Prostitutes are not considered Keyworkers and police is trying to close all loopholes that would allow immigrants to abuse our system.
So generally their endeavours make sense even if it means that the number of black girls working is low.

A black girl has a high market value in Europe when it comes to the paysex scene. They are exotic beauties for us. I think the fact that there are many Romanian girls in Vienna isn't particularly a bad thing for black girls. I mean, like you said they are a highly needed and wanted, and as far as I know they could make nice money in Vienna too. The only issue is the fact that the law makes it hard for them to work. But if they do manage to get in and start working somewhere, I think a good performing black girl can make A LOT of money fast.

I don't think that black girls have higher value on the Vienna sex market than the others. This is about the services only. If a girl is good, she has a lot of customers, if not, then she can go home. Of course they don't have. The are not goods which have value, they are human. All sex worker has a value what is determined by the marked. Based on her knowledge, services, body, personality etc. But a girl is not better or more expensive just because she is blackie. Maybe rarer, yes, but doesn't have better market value.
