there is a very simple reason and explanation for it. Most black girls in Vienna are from Nigeria and have refugee status of sorts. That is why they can apply to work as sexworkers only. They are not given normal jobs usually as the job market is not entirely open to them in Austria because they are not from the European Union, obviously.
That said, even the permission to work as a sexworker in Vienna is pretty hard to get for them and is a real hassle to say the least.
That is why there aren't many of them.
