Never, under any circumstances go to an illegally working apartment! It's not worth it. Not only will you get a poor service, but the chances of something going horribly wrong are high too (STD, getting robbed / scammed, etc.)
Always research the place you want to visit beforehand and read online reviews and forums. Be safe and smart, rather than being cheap.

This is exactly why I try to avoid places like this. If the whole things seems too shady or too good to be true, I run in the opposite direction most of the time.
